As of early 2018, there aren't any true 4K resolution action cameras available in this price bracket, if they show a 4K symbol, they are probably interpolated. You can definitely get waterproof and ocean ready action cameras, which means if you are in to surfing, snorkeling, swimming or playing around in wet environments, some of these can work for you.
A few do loop recording and have image stabalization, which means they may be good to test out on a bicycle or use as a cheap backup action camera for the rear or 2nd mounted camera on the front of your bike or motorbike. This is perfect if you are recording your commutes in to work and the only thing you have to check is that they are waterproof, if you live in a wet environment and that the battery life is ok for the distance and time of your journey.
